- WASH INGTON, March 9. The Freneh Foreign Minister, M. Bidault, Itas writtcn to the IJnited tStatcs Secretary of Htate, IMr. Byrncs. slating that France would not agree to extending the authority of the eentral (lerruan governincnt agencies to the Ruhr or the Rhineland or, even more, to the Baar. M. Bidault proposed a four-Power conference as soon as possible to examine Freneh proposals for the pcrmanent separation of the Ruhr and the Rhineland from Germany.
