M. SPAAK ADMITS FAILURE
FORMING GOVERNMENT Received Monday, 10.30 a.m. LONDON, March 3. The Belgian Prime Minister, M. Spaak, has admitted failure in his eilorts to form a Left Wing Govern- . .ent owing to his inaDility to bring .the Liberals into line, says the Associated Press of Great Brit.ain's Brussels correspondent. The Liberals hold seventeen seats in the Chamber and 1VI. Spaak's t>ocialisc Party and the Communists 92 seats, which is the same number as the Rignt Wing Social and Christian Parties.
