‘Yes ... exclusively, Minister’

PA Wellington Public servants have been warned that unless they are loyal to their Ministers there is likely to be pressure from the top for public service positions to be filled by political appointees. This has been spelt out in a leaflet to be published this week in the “Public Service Official Circular.” The paper was drafted by the chairman of the State Services Commission, Dr Mervyn Probine. It has been timed to coincide with the introduction of the Official Information Act, which details in law some aspects of the relationship. However, Dr Probine said he first began thinking about the need for the relationship to be spelt out after a series of “political” leaks from within Government departments.
