Big rise in city’s recycling costs
The . coming year’s Christchurch City Council rubbish recycling scheme could cost about $523,000/ more than twice this year’s scheme in spite of .the absence (.of start-up capital costs. . ■ ■ . Additional money will be needed to keep the suburban skip project going.during tjie spring and autumn, at.=least to collect garden rubbish. The Labour .council pfoject should go ahead, the resource recovery. committee said yesterday, and.be bolstered by a $74,000 promotion , campaign now that most city areas 1 were being included in the recycling collections. Of the promotion cost, $45,000 would. be for a longterm “clean city system” campaign whose major emphasis would be litter prevention and resource conservation. The other $28,000 would be used over three , or .four months to promote recycling. The main reason for
; higher recycling costs during I the coming year would be i the absence of the govern: /..ment-paid temporary, labour ; ‘that helped start the project;: .Wages costs could make up $lOO,OOO of the "$146,000 running costs at the Bexley tip’s recycling depot. 7 . Iris recycling collections, wages could account for $170,000 of the $298,000 running costs. All recycling - costs would be additional to ■ ’ normal .rubbishcollection and .disposal costs. . ?• The cost of using suburban skips around the city would be $50,000 if no changes were made in that system. Cr G. D. Stanley, .the committee, chairman, said the council could not afford to run. two schemes side by side,' but the committee said , that those areas receiving a . recycling collection service would still need places to take garden rubbish. They said that, a “suitably modified” skip scheme should be retained during the
; coming year. ‘ An estimate of the return r. _ from the sale of recycled. • ■ ■material during the coming year is $30,000, compared ; with $9OOO expected in recoI veries »fpr pari of this year. ' Cr D. C. Close admitted that recoveries so far were , disappointing. “We were not • doing as well as some very • small local authorities are ; doing at their tips,” he said. . i -'Lastmonth, only $2093 was i recovered from sales of col-.; lectefl materials): compared ’ i with total spending of $19,755 I on the project, which ini'- eluded ,$9393 recovered in Project' Employment Pro- • gramme wages.' i , ; The Mayor (Mr Hamish > Hay) said that ratepayer ’ cash resources also had to be conserved.- ' Cr M. J. Glubb said that i metropolitan local bodies i should be asked to join the project. “We have got to sell this, i and sell it ‘ hard,” said Cr i Stanley. :■; //>,.. J
