The 16 words — two short phrases — are contained in a 7000 word story entitled “1 was Idi Amin’s Basketball Czar," written by a former spy about American espionage in Uganda. The C.I.A. contends publication of the words jeopardise national security, and Mr Bates said earlier that C.I.A. representatives had “made it clear that they will seek an injunction if we go with those 16 words.” There was no immediate word from either the C.I.A. or the Justice Department on what their response might be.
