Waimairi seeking curbs on raffle-ticket sales
The Waimairi County Council will consider a by-law to control door-to-door selling of raffle tickets. The council’s finance and by-laws committee has decided to defer debate on such a by-law until staff can report. Cr W. T. Rice said that some raffle sellers sought permission from the council but others did not.
He said that he had heard recently from an organisation which had been told by a policeman that it could not sell tickets door-to-door without a permit. However, Cr Rice said that permits issued by the council had no legal basis, and the council should decide either way whether to control such door-to-door selling with a by-law. Cr A. A. Adcock said
that it was a matter for individual householders to decide. Cr E. L. Bonisch warned the committee that it was dealing with “a very large can of worms.” He said that “boy scouts, etc., are the thin end of a very thick wedge.” Cr Bonisch said that a lot of debate and much thought was needed before any by-law was passed to control door-to-door raffle sales.
