U.S. And Russia Agree To Ban (N.Z. Press Assn.—Copyright) GENEVA, July 22. The United States and the Soviet Union agreed in principle today to ban nuclear weapons and all human military activity from the planets and outer space. The agreement was reached in the United Nations legal space conference seeking to define rules for man's use and exploration of space, the moon “and other celestial bodies.”
The United States and the Soviet Union have tabled draft conventions. The two documents contain almost identical provisions barring military manouevres and the testing and stationing of nuclear arms and other weapons of mass destruction in space. It was these provisions which the 28-nation conference adopted today. But the Soviet delegate, Mr Platon Morozov, categorically opposed a sentence in the United States draft which would allow the use of military staff and equipment for scientific exploration or peaceful research in space.
