(N.Z.P.A. Reuter—Copyright) MOSCOW; July 15. The Soviet Prime Minister, Mr Kosygin, yesterday denounced American actions in Vietnam as barbarism on an international scale.

He said the fighting there “dooms the United States to international isolation.” It was quite natural in the new situation, he said, that the communist nations should consider plans for more aid for North Vietnam. Mr Kosygin said that Ame-

rican actions recalled the brinkmanship policy followed by the late United States Secretary of State, Mr John Foster Dulles. The successors of Mr Dulles had passed this brink, he said. “The American Government wants to achieve the impossible, to break the resistance of the Vietnamese people,” he added. For the sake of this unattainable aim, they go to any lengths, and are dooming the United States to international isolation.
