MOSCOW, July 13.
Troops are helping to evacuate people from parts of Ulan Bator, capital of Outer Mongolia, where the Tola river has burst its banks after two days of torrential rain. Part of the city's old residential quarter was under water and several bridges were damaged. Some factories had closed and people were being housed in schools and other communal buildings.
