PROCEDURE CRITICISED

Filling Staff Vacancy

The "unfortunate requirement” necessitating the advertising of a vacancy before promoting a staff member was discussed by the board of governors of the Christchurch Technical Institute. Last month the board approved the promotion of Mr F. E. Livesey, of the engineering department, but his appointment to the higher position cannot be made until the position is advertised. “People reply in good faith, but it is a waste of their time,” said the principal, Mr D. W. Lyall. Mr Lyall was asking the board for direction as the procedure to be followed when applications were received. The board agreed that there was no need for it to scrutinise the applications. The requirement for advertising a position to allow a staff promotion was a matter which should be taken up with the Department of Education, Mr Lyall said.
