U.S. BEHIND IN H-BOMB STUDY

Scientists have warned that the United States is falling sharply behind the Soviet Union in research aimed at harnessing the power of the hydrogen bomb for peaceful uses.
In an Atomic Energy Commission staff study made available yesterday the scientists said the situation was alarming. The Soviet Union, they said, carried out 37 per cent of the world’s peaceful thermo-nuclear research, while the United States was carrying out 20 per cent and the rest of the world 43 per cent. The report said: “If this de-; cline in stature relative toj the rest of the world is,
allowed to continue, it is obvious that the controlled thermo-nuclear research programme in this nation will soon deteriorate to a secondary role."
Much of the blame was placed on a "static and largely inflexible budget” for this area of research.
The scientists said that by contrast the Soviet Union, Britain, West Germany and France had made advances with new devices and facilii ties and vigorous, youthful scientific teams.
