Dangers Of Lincoln Corner Emphasised

The monthly meeting of the Ellesmere County Council received letters from Dr. M. M. Burns, principal of Lincoln College, and Mr N. F. Roberts, a director of the Wool Research organisation of New Zealand, emphasising the need for measures to prevent accidents at the college corner, where there had been a double fatality on June 3.

Mentioning a letter he had written to the council in July, 1963, Dr. Burns said he had stated that the college would make further improvements to the corner with the removal of sections of fences on the north-west and south-west corners of the intersection? This had been done. The college authorities were disappointed with the decision made by officers of the Transport Department and the council for traffic control "t the intersection. It was considered that the only effective answer lay in the construction of a roundabout. Notice had to be taken of the fact, said Dr. Burns, that traffic density was rising rapidly and would continue to do so through normal growth, the planned doubling of the college over the next decade and the establishment of the Wool Research Laboratories in the next two years. Mr Roberts suggested the imposition of a 30 m.p.h. speed restriction on all approaches to the corner. Discussion of the requests was taken in committee, and it was later announced that

the council would take the matter up again with the Transport Department. The Sprinzston School Committee expressed concern about the speed of vehicles passing through the township and sought assistance in having the area declared a limited speed zone. The council will take the matter up with the Transport Department New Motorway Replying to an earlier suggestion from Ellesmere that the Paparua, Waimairi. Halswell and Ellesmere County councils should form a committee to consider all aspects and future development of the proposed new Ellesmere motorway, the Paparua and Halswell councils wrote giving their approval and the names of their representatives to serve on the committee. Messrs J. U. Barclay and D. H. Warren are to represent Paparua and Messrs J. Pethig and Lynch the Halswell county. Messrs W. E. Walker and E. J. Stalker were chosen as the Ellesmere members.
