County Plans Demanded

(N Z. Press Association). DUNEDIN, June 15. County councils have been warned to complete district planning schemes by the Minister of Works (Mr Allen). “Last year I pleaded that counties must get their district planning schemes in,” he said at the annual conference of the Counties’ Association in Dunedin. “Apparently for all the good I did, my plea might as well have been blown in the wind.” Only 47 district schemes had been completed last year, and only three had been received since, leaving 62 still outstanding.

“This is not good enough: these district schemes are being ignored,” Mr Allen said. “If you don’t want to work

on your schemes, then perhaps you had better work on obtaining the finance to pay us for doing them for you, because that is what your counties will be doing—paying for them and having little say in them after January, 1971. “The Town and Country Planning Act allows for this.” The National Roads Board favoured amalgamation and had approved accelerated roading programmes for counties which had indicated their intention to amalgamate “to ease the burden over the formative year,” Mr Allen said.

‘The board has a very real self-interest in this matter—to ensure that administration is the best possible. “The board would like to see much stronger units in local government, and amalgamation is the way to gain that strength. V

“The board is always willing to consider amalgamation proposals and it will assist in bringing the roading of weaker units to the level of stronger units.” Mr Allen asked delegates not to attack the National Roads Board through the Government or local representatives.

If pressure was put on the board its independence must suffer.

The board was set up with the agreement of the Counties Association and the correct approach to the board was through the district roads councils.
