County Merger Conditions
Details of the conditiops of amalgamation of the Malvern and Tawera counties were given in the provisional scheme, from the Local Government Commission received by the Malvern County Council at its monthly meeting yesterday.
The provisional scheme will be advertised as soon as possible. Written objections may be made within one month of that date. The commission will consider objections, and may then call either a meeting of the councils and the public, or hold a public inquiry. The scheme may then be abandoned or modified, or the objection dismissed. After objections, if any, have been dealt with, a final scheme will be issued.
Special appeal conditions apply to the final scheme and in certain cases, 15 per cent of the electors may request a poll.
The provisional scheme provides that the new county shall continue to be called Malvern. Until March 31, 1971, there will be three divisions—the present Malvern area, the Selwyn riding and the Tawera area, with separate accounts and rates for each division.
The combined council, to take over from April 1 next, will comprise Malvern’s 11 sitting councillors, and two to be appointed by Tawera.
Provision is made for all staff of both councils to be
taken over by the new council, and Malvern’s by-laws will supersede those of Tawera. Malvern’s Clerk (Mr B. W. Perrin) will be clerk of the new county.
