‘U.S, Behind Russia'

WASHINGTON, March 11

The United States is still two years behind the Soviet Union in the space race, a leading official told Congress today. Mr James E. Webb, Chief of the National Aeronautics and Space Administration, said he had stated a year ago the United States was two years .behind Russia and the gap was still there. He added that there was little doubt the Soviet Union’s space capabilities would soon reach a point where they could expect success in an attempt to land men on the moon.

Supporting the Johnson Administration’s *5,000 million space budget request before the House Committee on Science and Astronautics, he said it was the bare minimum needed to keep going towards the goal of landing a man on the moon by the end of the decade.
