The Secretary-General of the United Nations, U Thant, yesterday called for an end to the United States bombing of North Vietnam as a necessary pre-condition for peace talks. A United Nations spokesman said the Secretary-Gen-eral was “deeply concerned over the escalation of fighting in Vietnam and the mounting casualties and the destruction there.” U Thant also said the National Liberation Front — the political arm of the Viet Cong—should take part in any discussions for a peaceful settlement in Vietnam. A third condition for talks, as laid down by U Thant, was a “substantial reduction by all parties of all military activities in South Vietnam.”
