(N.Z. Press Assn.—Copyright) (Rec. 11.30 p.m.) NEW YORK, May 12. A vital report on the cease-fire in Laos arrived in Geneva today, United Press International reported. A United States spokesman said the truce commission had agreed unanimously in a report to Britain and the Soviet Union that there had been a general halt in the fighting. Local outbreaks were still in evidence but there was no way of controlling them, the truce supervisors reported.
