Mr Walsh Speaks To Labour Party

WELLINGTON, Muy 10, An hour-long address bv the president of the Federation of Labour (Mr F. P. Walsh) was delivered to the annual conference of the New Zealand Labour Party in Wellington this afternoon.
The conference did not release the contents of Mr Walsh's address and Mr Walsh was not available for comment tonight.
A resolution released tonight said the party was pleased to learn that relation, ships with the federation were to be further cemented by the arrangement of more regular meetings of the Joint Council of Labour. “We assure Mr Walsh and his executive of complete cooperation in our joint efforts on behalf of our movement,” said a supplied statement from the conference. A recommendation that the press be admitted to the conference was rejected today.
The recommendation was put to the conference by the conference procedure and organisation committee which asked for its adoption. After lengthy discussion the conference decided to reject the recommendation. Monthly Newspaper

In its place the conference decided to investigate the possibility of L.R.C.’s and 1.8.C.’s beginning local newspapers in their own electorates on a regional basis. It was also decided that the head office issue publicity pamphlets at regular inter-
vals. Party material could also be printed in regular trade union publications. Summing up the committee’s remiits. the convener (Mr H. J. Allen) said that the basic failing in the organisational and publicity matters had been finance. The committee endorsed the suggestion of the national executive that a sub-com-mittee of the executive be formed to study finance. “We also suggest that all branches, affiliates and L.R.C.’s devote as much energy as possible to regular and consistenl fund-raising,” said Mr Allen. To obtain the ideals set by the remits would cost the national office at least £20,000 a year. “The complete purpose will not be gained unless that sum is raised each year,” said Mr Allen.
