The Soviet Union bluntly told Britain and the United States yesterday that a treaty to ban nuclear weapons tests was possible only on Soviet terms, the Associated Press reported. The announcement was made by the Soviet delegate, Mr Semyon Tsarapkin, during the 301st session of the three-Power nuclear test ban talks. Conference sources, according to A.P.. said that Mr Tsarapkin—who was chairman of the 40-minute meeting—completely ignored recent Western compromise offers on test ban control. "Agreement on a test ban treaty is possible only if the West abandons its unwarranted position,” conference sources quoted him as saying to the acting United States delegate, Mr Charles Steller, and to Sir Michael Wright, of Britain. The Soviet delegate insisted that the two Western nuclear powers accept all Soviet demands on test ban control—which have hindered any significant progress at the talks since their beginning on October 31, 1958
