Report On Road Tunnel Route Expected Soon

The report on road tunnel routes between Christchurch and. Lyttelton by the panel of tl le four Christchurch engineers is*expected to be made soon.

The engineers are Professor H. J. Hopkins (of the engineering school at Canterbury U University College), and Messrs E. Somers (City Engineer), J. A. Cashin (engineer-in-chief of the Lyttelton Harbour Board), and A. E. Clark (District Commissioner of Works). They have many meetings.

The report, it is suggested, will be comprehensive, covering not only the Heathcote- Lyttelton route which has been foremost in public discussions over t he years, but also alternative routes. In effect, the engineering panel will present to the Road Tunmel Authority all the facts it has, assembled and its opinion on them, leaving it to the authority to make decisions on the route and the carrying out of the work, for which the Ministry of Works will be the consultant engineers. Although some members of the authority apparently anticipated an earlier report by tiie panel, the

engineers have made it clear that they will attach their signatures only to a document which can stand expert examination. They were asked to report on the road tunnel and no other order of reference was drawn up. They are acting in an honorary capacity. One meeting of the Road Tunnel Authority has been held since February 7 when the panel was appointed. Members have been advised by letter by the secretary (Mr F. G. K. Gilchrist) that no meeting has been called since March 7 because there is no business to transact until the engineering report is completed. The authority will probably have to face anew the problem of raising finance for the preparation of plans, property purchases on the route and the first stages of construction. A fairly large sum was offered for a loan early in March but it is not now available.

Another important event held up pending the engineering report is the meeting of the authority to discuss with the Lyttelton Borough Council problems associated with the Lyttelton end of the route.
