COLOMBO STREET OVERBRIDGE

A loan of £lOO,OOO for its share of the cost of the Colombo street overbridge and a “flyover” in Moorhouse avenue will be sought by the City Council. It agreed last evening to advertise its intention of raising the loan.
The cost of the overbridge was estimated at £l4o,ooo—overbridge, £90,00(); services, £12,000; permanent service duct, £10,000; permanent road surface, £20,000; and compensation £BOOO, said Cr. A. R. Guthrey, chairman of the works committee.
The council also agreed to seek a National Roads Board grant for reconstruction of Moorhouse avenue.
The Railways Department had agreed to pay a quarter of the total cost of the bridge, and the National Roads Board had agreed to pay a subsidy of one half, leaving one quarter—£3s.ooo—to be met by the council, said Cr. Guthrey. The estimated cost of the “flyover’* was £64,000, to be met by the council
“Moorhouse avenue, from Fitzgerald avenue to Hagley avenue, is urgently in need of reconstruction, and the estimated cost of this work is £232,000, including £llO,OOO for the special lay-out of the section in front of the new railway station,” he said. “This whole project is a work for which a special grant from the National Roads Board could be sought. “Early last year, the board announced a new policy of assistance to cities by way of a subsidy of £3 for £1 for urgent major works, of an approved type on arterial routes. As Moorhouse avenue will be the continuation into the city of Blenheim road, and will also link Blenheim road with the new tunnel road, it should be classified as an arterial highway. , “If we add the cost of the ‘flyover* of £64,000 we get a total of £296,000. As* there is a possibility of the Roads Board drastically curtailing its grant by way
of subsidy, I would ask the council’s authority to apply to the board immediately for a £3 for £1 subsidy. If we do this and the board accepts our application, the cost to the council will be £74,000 instead of £296,000, and the ‘flyover’ will cost us £16,000 instead of £64,000.” There was a definite promise from the board for the Colombo street overbridge, said Cr. W. P. Glue. However, the board had fixed its estimates for the year, and he doubted whether the board would consider the application in the meantime. All over New Zealand local bodies had been advised to cut down on their estimates for reading, said the Mayor (Mr R. M. Macfarlane, MJ?.). It would probably be wise to get an application in now. “I think it will be next year before we get anything, but get the application in early,” said Cr. H. E. Denton. Utility Services Reporting on utility services involved in the projects, the works committee said there were 15-inch steel and nine-inch cast iron waterworks pipes under the railway. Because of the lowering of the rails and the condition of the pipes, it was desirable to replace them with a single 18-inch diameter steel pipe. The cost cf the pipe »from the south side of Carlyle street to the north side of Moorhouse avenue, where the road would be built up was estimated at £5700. The Drainage Board considered the present sewer to be in good condition, and did not propose to replace it. The sewer would be under the ramp, and the possibility of a breakdown was being discussed by engineers. Before the railway lines were lowered, it might be necessary to replace several power cables with temporary ones. On completion of the bridge, the cables could be laid in ducts on the side of the bridge. The position of the Post and Telegraph Department’s services was about the same as for the Municipal Electricity Department.
