PROPOSALS FOR INDIA

DISCUSSIONS NOT FINISHED CONGRESS EXPECTED TO ACCEPT (Rec. 10.40. p.m.) LONDON, June 19. “Contrary to expectations, the Congress Working Committee had not finished its discussion on the coalition interim Government plan when it adjourned until to-mortow,” says Reuter’s New Delhi correspondent. “Informed political quarters expressed the opinion that the Congress members who are invited to join the provisional interim Government will accept the Viceroy’s invitation. Members of Congress feel that under present conditions it is in India’s interests to accept the proposals in spite of features that are undesirable from the Congress point of view.” The president of the Moslem League (Mr Jmnah) has -sent a letter to the Viceroy (Lord Wavell) expressing surprise that the Viceroy invited members of the Moslem League to participate in the interim Government without calling for a list from the League. Mr’Jinnah said that as various’changes had been made in the past to satisfy Congress, it was difficult for the Moslem League to give its decision as long as Congress did not convey its final decision on the interim Government. Mr Jinnah asked the Viceroy whether these proposals for en interim Government were final or still open to modifica + ion at the instance of the parties; whether the total strength of the communal proportion in the Government would be maintained in the interim period, and whether any minoMty /would be given representation.
