"Dr. Evatt only accepted the veto decision on the oromise of the Big Five that the veto would not be used save in exceptional circumstances. . . “It is a matter of opinion whether Russia’s second invocation of the veto
and its threat to do so on another occasion, can be regarded as ‘sparing’ use of the veto, but it is the opinion of United States officials that it is not. “The feeling in Washington is definitely that Russia has not used the vteto ‘with a great sense of responsibility,’ as the Big Five undertook to do, and as a result it is feared that the use of the veto has impaired the development of the prestige upon which the success of the organisation will depend.”
