(2) Illegal possession or separation of atomic material. (3) The seizure of plant licensed by the authority. (4) Interference with the authority’s activities. (5) The creation and operation of unlicensed dangerous projects. He explained that the procedure for organising the authority, according to the American idea, was for the com-

mission to recommend it to the Security Council to pass on to the General Assembly, which .would refer it to the member nations for ratified treaties. Complete disclosures by the United States must be dependent on proper treaty ratification, upon which the United States would join the other nations in making further information available. As successive stages in international control were reached the United States was prepared to yield to the authority control of atomic activities.
