Mr Baruch envisaged control of other war weapons, and perhaps war itself. He added that before a country was ready to relinquish winning weapons? it must have more than words to reassure it. , , “If we find a way to control the. atomic bomb there is a reasonable hope that we may preclude the use of other mass destruction weapons,” he said. “We must embrace international co-operation or international disintegration.” Mr Baruch declared that the proposed United Nations authority should nave: (1) Managerial control or ownership of all dangerous atomic energy (2) Power to control, inspect, and license all atomic activities. (3) The duty of fostering the beneficial use of atomic energy. (4) Possession of research and de-
velopment responsibilities sufficient to put the authority in the forefront of atomic knowledge. Mr Baruch added that people would not believe that a treaty outlawing the atomic bomb would be effective. Serious penalties should be fixed for: (1) Illegal possession and use of the atomic bomb. (2) Illegal possession or separation of atomic material. (3) The seizure of plant licensed by the authority. (4) Interference with the authority’s activities. (5) The creation and operation of unlicensed dangerous projects. He explained that the procedure for organising the authority, according to the American idea, was for the com-
mission to recommend it to the Security Council to pass on to the General Assembly, which .would refer it to the member nations for ratified treaties. Complete disclosures by the United States must be dependent on proper treaty ratification, upon which the United States would join the other nations in making further information available. As successive stages in international control were reached the United States was prepared to yield to the authority control of atomic activities.
