TREATY SIGNED WITH FRANCE

(Rec. 8.30 p.m.) LONDON, June 5. “Wide powers are given to the French High Commissioner in Indo--China under a treaty signed between France and the provisional independent Government of Cochin-China, which has been published in Saigon,’’ says Reuter’s correspondent. “The Commissioner is responsible for the maintenance of internal and external security, using French troops when territorial defence is demanded. He, as adviser to the Cochin-China Government, must be received by the President when he desires and must be consulted before the appointment of heads of the technical services.
