Tocker was yesterday appointed rector of Canterbury University College for three years from March 1, 1943, or until such earlier time as a permanent academic head is appointed. He was educated at Victoria University College, Wellington, and graduated Bachelor of Arts in 1915, taking his Master of Arts degree two years later. After completing a post-graduate course at Birmingham University, Professor Tocker served in the Ist N.Z.E.Et from 1917-18.
