A letter sent to Mr Chamberlain by Lord Runciman on September 21 was published to-day in a White Paper. In it Lord Runciman states: "I have much sympathy with the Sudeten case.
"I have the impression that Czech rule during the last 12 years, although not actively oppressive, and certainly not terroristic, has been marked by tactlessness, lack of understanding, petty intolerance, and discrimination to the point at which the German population is moving towards revolt.
"The Sudetens feel that little or no action has been taken to implement the Czechs' many, promises."
Lord Runciman recommended that the withdrawal of unpopular Czechs from the State Police would reduce the cause of wrangles. He also urged that where Sudetens were in an important majority they should immediately be given the full right of self-determination.
