Wellington Koo (Chinese delegate) has informed the League that 10,482 Chinese civilians wefre killed and 13,309 wounded in the course of 2204 Japanese air raids between August and March, while 92,087 buildings were destroyed. Aid raids since March killed five to six thousand civilians in various towns. Dr. Wellington Koo’s charges include widespread massacre and rape. A message from Nanking states that the International Relief Com-: mission has estimated that violence by Japanese soldiers has caused 5400 deaths.
