That the Ashley County Council borrow the sum of Four hundred pounds (£400) for the purpose of rebuilding the County Office, the loan to be repayable with interest at the rate of Three pounds ten shillings per centum per annum by equal half-yearly payments of principal and interest over a period of twenty years and to be secured y a special rate of l/120d in the pound on the rateable value of all rateable property (on the basis of the capital value) within the County of Ashley and that no part of the cost of raising the loan or any of the instalments of interest and principal shall be paid out of the loan.
