COUNTY COUNCILS
[ RANGIORA The Rangiora County Council held its monthly meeting yesterday. Present —Crs. W. Stalker (chairman), G. K. Crysell, H. Tallott, J. Brosnan, J. M. Young, M. C. Ormandy, A. Mcintosh, jand S. G. Dalley (county clerk). The financial statement for February showed that at the end of the month there was a debit balance of £3053 3s Bd. Receipts totalled £643 19s lOd, and payments £903 19s Bd. The prinI cipal items of receipts were:—Rates £205 7s Id, hospital rates £IOB 10s [ lOd, Unemployment Board wages refund £ 135 14s 6d. River Trust rates £53 2s 6d. rents £32 2s Bd, dog registration fees £36 ss, petrol tax refund £37 Bs. The clerk said that they would finish up the year in quite a good financial position, as there were several thousand pounds -still to be received in The traffic inspector iMr P. L. Rouse) reported that six motor-cars, one truck, and five motor-cycle licenses had been issued. Eleven threshing machines were visited and all were registered under the Heavy Traffic Act. Carting of wheat had been very heavy at all stations, but only one case of overloading had come to notice. Several truck-drivers had been warned for exceeding the speed limit. Members expressed satisfaction at the work of the inspector. The report was adopted. ' The foreman (Mr C. L. Dalzell) reported that Ashley street had been scarified. Taranaki creek had been cleaned. A start has been made on the annual cleaning of the Cam river. It was in a very bad state. He wished again to draw members' attention to the upper reaches of the Ashley river, above the work already done by the River Trust. He would suggest that an inspection, together with Mr F. Langbein. be made with a view to getting something done, as the road and property in the vicinity were in danger. Members considered that there was a danger of flooding in the upper reaches of the Ashley river above the protective works which had been carried out by the Public Works Department, and it was decided to get in touch with Mr Langbein, Main Highways Board representative, and Mr R. McIntyre, the engineer in charge of the river protective works, with a view to having an inspection of the upper reaches. It was decided to call tenders for the cleaning of the Cam river from Tuahiwi road bridge to Northbrook road, the drain from Boys' road to the Flaxton railway station. and also a number of drains in the Southbrook district, tenders to close on next Tuesday week. Water Shortage Discussed Crs. Tallott and Crysell reported that they had represented the council at a recent conference at Oxford regarding the shortage of water in that district. Cr. Crysell said that opinion seemed to be divided there as some, of the residents had plenty of water and did not even give their moral support to get water for those who were not so fortunate. Cr. Tallott said that the Oxford County Council did not seem to want to help itself but wanted other bodies to do the work for it. It was stated at the conference that a committee of representatives of the surrounding counties would probablv be formed to agitate for a better supply. Both councillors did not consider that the council should support the idea. The Christchurch City Council wrote stating that in common with other local bodies it had been placed at a very serious disadvantage through the action of the State Advances Department repudiating liability for rates, and it would appear that the proposed Mortgage Corporation Bill would further increase the councils difficulties. as it was apparently the intention that properties covered by the
provisions of the bill would be regarded as being in the same cat?w7 as properties over which the State Advances Office had a mortgage, wits the result that a very serious loss wa? threatened in the rates. The Cuy Council had written to the Prime Mcisler, the Rt. Hon. G. W. Forbes, pretesting against the passing of any legislation which would have this effect and had decided to write to every icca body in the Dominion asking then:-3 support the protest.
