HELPING CHINA
j AMERICAN VIEW OF BRITISH PLAN (Received March 8. 7 p.m.) WASHINGTON, March 7. The Department of State announced officially to-day that it was maintaining an "open-minded" attitude towards the British overtures to participate in joint financial action to assist China. Mr William S. Phillips, Under-Secretary of State, made the announcement: "I informed the British Ambassador that this Government welcomed the initiative of the British Government, and shared the view that consideration might well be given to the possibility that if China needs and desires financial assistance from abroad the powers interested should canvass sympathetically the possibility of rendering such assistance and rendering it by co-operative action."
