Officers of the Royal Navy who lament the slowness of modern promotion in the service may gain some consolation by examining the conditions a century ago. At that time an admiral aged 79 was flying his flag and there were 200 commanders and 1450 lieutenants who had received no promotion for more than 20 years. In the Navy List, set down as being fit tor duty, were a purser, with 60 years' service in that rank, a lieutenant with 60 years', and a commander witU 47 years' service.
