A greater use of the birch rod in dealing with juvenile offende'-p and the keeping of their fingerprints is advocated by LieutenantColonel William Allan, Inspector of Constabulary for England and Wales, in his report on the 1934 inspection of the western division. He declares that in some districts the crimes committed by juveniles are more serious than those by adults, and suggests that the schools should cultivate a greater esprit de corps, regarding what happens outside the school as being as important as that which is done within. He also advocates the greater use of police dogs.
