Sir, —The old adage, "A bargain is a bargain," seems to liave gone out of fashion these times, when we talk of compulsory interest reduction on all public and private agreements. It seems to me, if the principle is adopted, an agreement or bargain is only "a scrap of paper," and we should in future have no trust in one another or in a Government's promises .to pay.
