heathcote. The Heathcote County Council met la s i evening, when there were present: Messrs J. L. Danks (chairman), W. W. Scarff, J. H. Moore, W. Kerr, A. G. Williams, J, F. Scott, and C. Flavell. The Department of Lands and Survey art vised that they were not yet in a position to start the standard survey at Cashmere. The letter was received. The City Engineer advised that the Christchurch City Council was anxious to laxdown a concrete road from Kerr's road to the County boundary, the estimated cost being i"21348; and as the. road was a boundary one, the Council wished to hear if the County Council would be prepared to meet their proportion of ■ the cost, i'll7'l. A decision that the Council regretted its inability to meet the cost owing to financial circumstances was reached. An invitation was received from the Town Planning Institute for the Council to be represented at a conference to be held on Monday, March 14th, to consider the preparation of a comprehensive report on development work of a permanent and economic character, which could be undertaken profitably within metropolitan districts under ihe No. 5 Relief Scheme. There was a lot of importance 1o be attached to the conference, said Mr Scarff, and it appeared that useful work might result. It was decided to accede to the request; Messrs Scarff, the Council's representative on the Town Planning Institute, and Williams being appointed to attend the conference. The electrician reported that when ihe line was completed on Mount Pleasant road it would be a great improvement. The inspector's report stated that in the Avon riding, the portion of Wainoni road highway from Kerr's road to Shortland road had been patched. 'i'he present commission did not pay the Council ior the collection, while the inclusion ol the Kiver Trust demand on the Council's notice made it appear that the rates in thia county were heavy. The Trußt always had the option of doing its own collection of rales. The Christchurch City Council wrote askin" the Council to appoint three representatives to attend a meeting to discuss the question of the formation of a Metropolitan Hoard of Works. Messrs Leslie, freeman, and McArthur were appointed. Mr MoYinnic, of Wcetlons, wrote regarding the storm-water pipes across the road nea i his property. These were either blocked oi brolcen, bo that in wet weather the water could not get away, and as two water-races emptied into this gully a large accumulation was the result. The officer in charge of the Public Works Department wrote suggesting that -it would be expedient to have the cracks and expansion joints on 'the concrete paviilg of Main South road filed in before the winter. It was decided to get the work done. The Public Works Department wrote in respect to the pealing of part of the Upper , Ricoarton-Arthur's Pass road, and the clerk was instructed to call for tenders, returnable on 1 Maroh lGth, at noon. The clerk's report stated the No. 5 Scheme was again in operation in the county, a.'id the men were at present working in -the Islington township. The clerk suggested n number of suitable works, chiefly connected witli the water-race system. Mr C. E. Grimwood was granted a permit to erect a shed on his property in Church etrect. The clerk was instructed to write and thank Messrs Matson and_ Co, for nominating the Council one of its auctioneers' licenses. Mr T. Mehrtens's offer of 50s per annum war, accepted for the Pan reserve. Mr R. E. Johnson waß granted permission to put in a petrol tank in the footpath in front of his garage. It was decided to call a meeting of the Ministers' Association, to make arrangements for the Anzac service. Tiie rain report at Messrs Croy Bros, for tho month o' January was l.4in and for February 2.57 in. The North Canterbury Power Board was granted permission to ere;t a telophone box on the Bennetts road. It was decided to send a deputation to wait on the Minister for Justice, asking liim to reconsider his decision to close the Court at Oxford, as the Council is of the opinion that ho has been misled, as the Oxford Court paid its way last year. It was decided to take action against person! driving vehicles and riding cycles at night without lights. W. L. Pav.sey was appointed stock ranger for the county.
