A PERMANENT GARRISON.
CHINESE PERTURBED. SHANGHAI SITUATION WORSENS. (UNITED I'KISSS ASSOCIATION —BV ELECTRIC TELKGRAI'H— COPVBIGHT.) SHANGHAI, March 7. A Tokyo statement that tho Japanese intend keeping si permanent garrison liero is perturbing the Chinese officials, who, however, have not attempted to enter into negotiations regarding the status of the area at present occupied. The local situation is steadily growing worse. Tho Chinese refuse to recommence business, tho native banks remain closed, and tho majority of shops are only doing a surreptitious business. The Chinese object to foreign interference at Chapei, where conditions threaten the health of the foreign areas. Tho Japanese have asked the Settlement- authorities to" control the cleaning artd policing of Chapei, but they refuse unless asked by tho Chinese. In the meantime the Japaneso are consolidating their positions on tho front. Their aeroplanes report heavy concentrations of Chinese at many points beyond the 20-kilometre zone. Incoming passengers by the Yangtze river steamers report heavy firing 011 Sunday in tho Liuho'area.
