Basket's statement; the Republicans have taken the occasion to define thp Prohibition 4ssue for the PresidentiiQ campaign of 1932. Senators Capper and Dickinson, Republican "dry" leaders, issued a 1 statement $O- - dpclaring the Republican Party will be "dry" and .the Democrats .will take th 9 "wet" side. Mr Hoover will be,the nominee of tho Party and-will fight.for the "dry" cause, which will bring about his re-election. [Mr Raskob, -chairman of the Democratic National Committee, proposed an additional amendment 4o the Constitution permitting the States tp' manufacture, transfer, and sell liquor within their own borders. This wpnjd not en-1 tail the repeal of the 18th Amendment, 1 and would permit the States so desiring to continue to operate under the 18tU i Amendment with the protection of 1 the Pederal Government.] 1
