It is understood that as a result of the conversations between Lord Irwin and Gandhi) the issues have been narrowed down to three or four essential points. 4 i, ■' Lord Irwin has made offers linking terms for peace with plans for a continuation of the Rounds-Table Conference. ~ The Congress Working Committee subsequently discussed the proposals. A Statement issued by the Indian Merchants' Chambor of Commerce declares that the conference had mado no appreciable advance.
CONGRESS REJECTS VICEROY'S OFFER. GLOOMY BUDGET ISSUED. (Received Marolt 2nd) 12.30 a.m.) DiILHI, March 1. Lord Irwin has made a certain offer to Congress hs the farthest which the Government might ha prepared to go, and Congress has rejected the terms. Gandhi will see the Viceroy to-mor-row. but it is UiilikOly that Congress will cilll off the civil disobedience movement or participate in the RoundTable Conference. The outlook is Uncertain. In th« meantime the Finance Member has issued the gloomiest Budget for two generations, ehbWihg that a deficit of 144 cl'ol-es of rupees.
