TIMARU AND SOUTH CANTERBURY NEWS.

TIMARU. REPLY TO COMPLAINT. Mr Clyde Can-, M.P., lias received the. following telegram from the, Minister for Education (the Hon, 11. Atmore), in reply to a communication in which Mr Carr stated that he could not understand why the announcement in regard to improvements at the South School had not been forwarded through him. as had been done in the past: "Your telegram regarding South School to hand. In regard to a communication sent direct to me by the Committee, I stated that I proposed to submit to Cabinet a recommendation for the erection of a new building on the recently acquired site. No grant has been approved. I was nut aware the information was being published. As you are aware if. is not my practice to ignore any member in regard to matters they bring before me, and in accordance with the usual custom you would receive advice from me immediately Cabinet's decision was arrived at. When tlio grant is through, 1 shall be glad to telegraph you, and 1 shall mako a point of referring to your repeated representations on behalf of the School Committee." A Narrow Escape. In the course of his report to the South Canterbury Power Board yesterday the chairman said that during the month an unfortunate accident had occurred at the Waihi bridge, Winchester, when the jib of a crane belonging to tlte contractor came in contact with the Board's high tension, line. Two men received severe electric shocks, and had it not been for the fact that the Board's switchgear and fu«es were in a very officii'!)!; condition at least: three men would have been killed. Power Eoard Finance. An the result of a 'notion by Jlr .11. J. .Mathers, at the November meeting, the South Canterbury Power Board decided to secure the services of a local accountant to check the Board's allocation accounts. At tho meeting of the Board yesterday, Mr W. D. Uovell, accountant, reported that in accordance with instructions received from the engineer-secre-tary (Mr G. W. MorrisoiO he. had reported on the results of his investigations. The allocations had been based on various methods according to the particular circumstances applicable io the. items concerned. These methods had been approved by Mr J. R. Templin (consulting engineer to the Board) and had been accepted by him (Mr Kevell) as correct. The audited balance-sheets and revenue accounts had been supplied for the years 19LK;.;l<c_'P. The accounts for the year liliiO had not yet been audited, and he had accepted the figures produced as correct, for the purposes of his report. The co.-t of current for each loan area had been reckoned on the basis of the connected load of each district, for each year. All the calculations made in accordance with his report had been carefully checked and were correct. Tho results were summarised in the "adjusted net revenue account-1920-irK-Hi," signed by him, and were a correct summary of the calculations based on Mr Templin's report, and the figures supplied to him. The engi-neer-secretary and tho Board's accountant (Mr Foden) had supplied him with all the information lie required, and had given him every assistance to enable him to verify the figures submitted.

Mr H. J. Mathers moved that tho aocountant'n report bo adopted. Mr G. Dash (Mayor of Waimate), who had severely criticised the Board's finances at the previous meeting, contended that the revenue account of March 31st, 1930, had not been submitted to tho accountant by tho cnginccr-secre-tarv (Mr G. W. Morrison). Mr Dash said that he had had a report prepared by an outside auditor, which had been approved by a mathematics master, on the figures criticised by hiin. This report showed that administration expenses of £3328 8s Sd were to be divided between five districts, in proportion to their sales of current. The total sales were £40,412 Is 7d, and Geraldine sold £12,029 12s lid, Waimato Borough £7Oll iss sd, Levels £S9I3 14s (id, Waimate County £7300 9s sd, and MeKenzie County £4400 9s 4d. Mr Morrison's account charged Waimate Borough with administration costs amounting to £694, but Waimate'3 share should be £577 10s Id. Mackenzie County was charged £272, but that County's share was £307 7s (id. Levels was charged £722 8s Bd, but should have been charged £/734 3s Id. Waimate County was charged £6OO, but should have been charged £OOO 3s 10(3, and Geraldine, which came near est to correct, was charged £IO4O, in place of £IO4O 8s 2d. Mackenzie, Levels, Waimate County, and Geraldine all escaped more or less of their share, and Waimate Borough was robbed to the tune of £ll6. "The reason I suggest for this is that there was a desire that the Board should not see that Waimate was so much.more profitable than other districts, and should not set afoot enquiries why other districts were lagging behind." Mr Morrison made a reply which satisfied the Board members, with the exception of Mr Dash, and it was decided to adopt Mr Revell's report. Power Board.
