In making a personal explanation Lord Winterton pointed out that he never used the term "insulting dog'' to Mr Philip Snowden, which caused a scene in the House of Commons on November 27th. The Speaker expressed the hope that the incident would be forgotten. Lord Winterton took no notice, and the .Speaker said that he did not see the incident. Mr C. J.
