INCIDENT DURING DIVISION
PERSONAL EXPLANATION MADE. (Received December 2nd, 8 p.m.) LONDON, December 1. In making a personal explanation Lord Winterton pointed out that he never used the term "insulting dog'' to Mr Philip Snowden, which caused a scene in the House of Commons on November 27th. The Speaker expressed the hope that the incident would be forgotten. [ln the House of Commons last week during the division oil the Conservative [ensure motion, a Labour member walked across the (lour and siappud Lord Winterton across the face with an order paper. Lord Winterton took no notice, and the .Speaker said that he did not see the incident. Mr C. J. Simmons (Labourite) later rose and admitted the offence, and expressed his sincere apology, a remark which was greeted with cheers from all parts of the House.] BORROWING POWERS INCREASED. LONDON, December 1. The Minister tor Labour, Miss Margaret liondiield. moved to increase the borrowing powers of the cnemnbiyed insurance funds bv £lO OHO.OOO to {.711,000 (100. The debt on this fund now stands at .t'.jG.OOD.Ofyi. and is increasing at the rate of fMO.'IOO.fIOO per year. The total benefits, plus cost of interest and administration, are £107,l!oo.<X>3 per year. The motion was carried by 274 to 214 votes.
