When the weights for the Perth Cup, to bo decided on New Year's Day, were issued, Hecon-d Wind figured at the head of the list. He was givon 9-12, but after his win in the Williamstown Cup, following his second to Pilar Lap in the Melbourne Cup, the liandicapper, who is permitted to rehandicap up to 101b, raised his weight to 10-4. The owner of Second Wind (Mr E. Lee Stoore) was undecided at latest advice whether he would have the gelding sent back for the race. The highest weight carried to victory in the history of the Perth Cup was 10-G, with which Wandering Willie won his second Perth Cup in 1892. In 1901 Australian wus successful with 9-10, and in 190G Mav King won with 9-9. Letters to Hobart. Questioned on Saturday by a representative of the Wellington "Evening Post," whether the recent removal of the Commonwealth Government of the prohibition against the carriage by post of communications to or from the proprietors of a lottery conducted in Hobart extended to enable letters to be sent directly from New Zealand, an officer of the General Post Office, Wellington, replied that the address was still a banned one here, and letters would not be forwarded. There had been no move yet to have the ban lifted iu New Zealand, he added. The Federal Ministry decided to sbolish the prohibition a fortnight ago. Although the Commonwealth Postal Department had been gaining considerable revenue from the purchase of postal notes for tickets in the lottery and from the postage of letters that found their ""ay the lottery through devious.chnn-• nels, it had, until the removal of the ban. "officially" been opposed to the conduct of the institution. Since March, there had been an official prohibition against the delivery of letters addressed to '-Tattersall, care George Adams, Hobart, Tasmania," or to any agent or representative. Tn the Commonwealth "Gazette" issued a fortnight ago this prohibition was cancelled °bv the Postmaster-General (Mr J A Lyoas). The "Gazette" also contained a notice c&ncfiiling the prohibition against the delivery of letters to 123 other addresses, «tv "i Hobart or Launceston. Some •r the addresses had been on the prohibited list for more than 20 years.

NOTES ON THE RACING. [THE PEESS Special Service.) The Spring Meeting of the Feilding Jockey Club was concluded to-day in fine, warm weather, and on a track m good order. There were again several suiprise results, but the favourite, Silvormino, scored in the St. Andrew's Handicap. The open sprint fell to the outsider, Tenterden. There was a large attendance, but the totalisator again allowed n substantial decrease. Successful Debut. Easterly, having lier first run over hurdles, was in front throughout, and eventually scored a comfortable ' win from the favourite, and first day's winner, Otairi. Goblin Market and Roval Acre attended Easterly in the running, with Otairi next. Novar made a bold bid over the last half, but it was loft to Otairi to chase Easterly home. He failed by a couple of lengths. Novar was two lengths and a half back, and then came Royal Acre, Goblin Market, Shining Armour, Disrank, and Lady Mid.
Easterly was never in serious danger, and she put up a promising performance. Otairi covered a good deal of extra ground, but lie was always doing his best under his extra weight. Novar showed considerable improvement, and should not be long. Royal Acre ran a fair race, and Goblin Market went better, but they had every chance. Mister Gamp was always well back, while Disrank never got out of the ruck. Call Again and plain Jane fell.
An Easy Win. Pewa, better served at the start than on Saturday, scored an easy win in the Novice Stakes, for u-liieli lie started a ivarm favourite. Black Duchess and Viaduct led Pewa to the straight, where ; .Laconic, Bnskier, and Ilinewai headed | the bunch. Pewa. challenged in the straight, and won by two lengths from Ilinewai, who beat Laconic by ft length. Baskier was fourth, and then came Chief Savage, Viaduct, Tar Baby, and Black Duchess, j It was a good thing for Pewa, who won with a lot in hand. Hinewai improved, and good races came from Chief Savage, Viaduct, and Blaclc Duchess.
A Close Finish, j Silvermine and Arrow Lad carried ! the bulk of the money in the St. An- I drevr's Handicap, and in a close finish, j went right away from their opponents. I Hopwood and Paiko made the early running from Silvermine, Arrow Lad, Imateagirl, and Paiko. Imateagirl momentarily reached the front, but Arrow Lad took charge five furlongs from home and led Silvermine round tho turn from a well strung out field. Silvermine challenged and had tho race won a furlong from home, but Arrow Lad stuck on. and ran him to half a neck. Shrewd was five lengths away third, with Ruanui fourth, then Keddar, Balloon, and Hopwood. Arrow Lad was taken to the front too Boon, but it did not look as if he would have beaten Silvermine. Nothing else had any chance. Ruanui and Shrewd were outpaced from the start, but fin- , ished on. Good. Returns. Jt, is a long time since a winner ridden by 11. Gray returned such a good double-figure price as Hampden did in the two-year-old race, but it was only half the price paid by the .second horse, Furlong, who carried only £l4. Interlocutor and the favourite, Korokio, showed out from Haulbowline, Ilamp- 1 den, and Brittany, the start being very j straggling, Gallant Fox being left. They Were well strung out entering the straight, where Interlocutor was leading Hampdon and Furlong, Ivorokio having run right off the course, and curried Haulbowline with her. Hampden soon boat Interlocutor, but had to lie hard ridden to beat Furlong by a length. Sailing was two lengths away, third, and Urania fourth, then Interlocutoi, St. Roger, and Korokio. It was a complete rout for the favourites, Korokio and Haulbowline, who may, however, have been in the money but for Korokio running off. The winner is a bay colt by Tea Tray from Kilcalm, owned in Wanganui, and trained by O. Cox at Ilawera. Furlong is a bay filly by Acre, from Ohui, in tho Fordell stable. Ohui is a sister to Tamatete, Tukia, and Freehold. Outsiders Again. Outsiders came home in the big field ■ in the hack distance event, in which j several horses could not get an opening in the straight. The merit of tho winner's performance, however, cannot be denied, for she came from a long way back. Acmil and Nightmare made the running from Joy spear and Goldlike, then Grand Jury, P.Oll Acre, Callamart, llawkshaw, and Fitzquex. Spearform become prominent on the turn. Acmil and Nightmare led into line from Goldlike, Hawkshaw, and Spearform. Joyspear, on tho rails, got blocked, and Spearform came on to beat llawkshaw by a neck, with Calamine a length away. Goldlike was fourth, and then came Grand Jury, Jovspear, Auctioneer, and Nightmare.
It looked us if Jovspear would have been dangerous had lie .ic'it through. Grand Jury also suffered. Spearform and llawkshaw. however, are improvers, and Spearform's performance was extra g..od. A Narrow Victory. A slashing finish was stug -d in the open sprint, the outsider, Tenterden, showing a return to his l>cst form, and getting home half a head in front ot Autopav and .lust An Idea, who deadheated for second place. Royal Kuler was slow away. Cuticle showing up in the lead and settling down with First Money from Autopav, Tenterden, and Just As: Idea. Just An Idea drifted to the rear on the turn, Cuticle and First Money leading into the straight from Autopay and Tenterden, with Just An Idea coming fust. In the run home. Tenterden and Autopay drew out and in 11 close finish Teiitei'iiei) prevailed Inhalf a head. Autopay and Ju.st An Idea dead-heating for second plac-e. I'irM -Money was a moderate fourth, a»id Roval Holer was next.
Tenterden has been a long time returning to form, but he displayed stilus of it in the Stewards' Handicap at Hiccarton, and to-day ran right up to his best. Autopay ran considerably better than in the .Stakes. Just An Idea was unlucky. It looked as if he should hnvo won. He was asked to make up too irfiu-h leeway. A Thrilling Finish. Another thrilling finish was seen in the hack sprint, three horses going over the line together. Arisus and Leisure made the pace from Orapni, Pass On, Rothen, Patearoa, and Tentcall. Arisus and Leisure led into the straight, and Rothen, who had received a bump from Orapai, joined in. At the finish the judge's placing were Arisus, Leisure, and Rothen, with just enough to declare by. Orapai was fourth, and then canio Tentcall, Projection, Courtlikn, and Callapat. Hotheu was very unlucky. A Surprise. Miss Kansom surprised by beating the favourite Arikinui in the concluding event after the latter had had every chance. Arikinui jumped away best from No. .1, but Limited headed him off and made the pace, being attended by Arikinui, Miss Hansom, Tenacre, Malayan, Broad Acre, and Playground. Playground got a bad run past the half and dropped back. .Limited led into the •straight from Arikinui, Miss Kansom, Tenacre, Broad Acre, and Bonogne. Miss Ransom finished best and beat Arikinui by a length, Bonogne running Arikinui to a head. Playground was fourth, and then came Limited, Te Aroha, and Broad Acre. Arikinui had every chance. Miss Ransom won well. Denier again played up at the start, and did not participate in the contest.

It is understood that a petition is lx?ing prepared by the jockeys asking that there should be some limitation on fields on suburban courses.
