COUNTY COUNCIL.
SPRINGS. The monthly meeting of the Springs County Council was held at Springston, -when there wore present: Crs. J. S, Simpson (chairman), J. If. Williams, P. V. Bailey, J. W. Kiiao, 0. H. Watson, and H. A. Kimber. Advice was received of the payment to the Council's credit of £450, Government subsidy. The Health Inspector's ' monthly report stated that thirteen sanitary inspections had been made, and three cases of infectious disease had been investigated. The Main Highways Board approved the acceptance of Mr C. J. Lawrence's tender of £256 for constructing two concrete culverts on th® ma ' n highway betwen Springston and ISllesmere. Mr Lawrence wrote that he would not be able to begin the work until early in January. Complaint was made that tbs SpringpEllesmere Power Board had erected poles almost in the centre of a footpath at Rolleston It was loft to the chairman and an"ineer to make representations with a view to having the poles shifted, Mr T Glen wrote asking the Council to consider the provision of street lighting at Rolleston. The request was held over pending the Shifting of the poles. library encroaching upon tho roadr It was decided to notify the Library Committee that if the shrubs were not cut back to the Council's satisfaction the work would be done by the Council. Having made an inspection, the chairman said he was satisfied with the strength of the understructure of the Lincoln traffic bridge, which ha considered strong enough to carry a traction-engine, though engines were not permitted to use it on account of the condition of the aßphalt on the deck. A request for the widening of the bridge, or the building of a new one, had been received at a previous meeting, from the Lincoln Progress League. It was decided to reply to the League to the effect that some improvements were being carried out, as recommended by the engineer, and that the Council considered the , bridge sound enough, and of ample width, for the requirements of traffic for the next eight to ten years; moreover, it could not face the cost of a new bridge at present. The chairman reported having conferred with representatives of the Transport Board, and with the engineer in regard to the classi--1 rication of roads* It had been suggested that i the roads put under the ten-ton classification should be put under the eight-ton section* * waß . a S* e ®nient with the suggestion. A resolution making the alteration suggested was carried, on the motion of the chairman and Cr. Williams. The chairman said h-e had perused the draft copy of the proposed regulations as to motor-drivers' licenses under the Motor vehicles Act. He thought they were reasonable, with the exception of those clauses relating to an eye test and to obtaining a doctor' b certificate. The Council was of a similar opinion, and a resolution was carried accordingly. An account was received from the Valaa«<>n Apartment for £l6B 15s, being onethird of the cost of carrying out a revaluation of properties in the county. The clerk pointed out that the account"Vas £6O higher than any previous account sent to the Council for a revaluation. The Council considered the charge excessive, and decided to ask for a reduction, and to seek the assistance of Mr H. S. S. Kyle, M.P., in the matter. Cra. Watson and Kimber voiced a complaint concerning gorse and willows on the road from Mr John Bearman'i residence to ~T he instructed to request Mr Neil to have tjie gorse and willows cleared. The financial statement gave the bank balance ai £129 15s 3d (Bpringstim Biding
credit £425 2s 7d, Greenpark Hiding debit <£3l3 8s). Accounts for payment totalled £428 17a 4d. A return prepared by the' clerk showed that the expenditure on roads in the Springston Riding was £842 in 1922, £1299 in 1923, £llß6 in 1929, and £1346 in 1930. Greenparlc roadß had cost £990 in 1922, £669 in 1923, £373 in 1929, and £707 in 1930. In 1929 the highways expenditure was £927, and in 1930 it was £2228. Buildings and reserves had cost £259 in 1922, £63 in 1923, £Bl in 1929, and £486 in 1930. Drains in Springston Riding had cost £149 in 1922, £l3B in 1923, £lB4 in 1929, »nd £221 in 1930. In Greenpnrk Riding the drains had cost £46 in 1922, £49 in 1923, £SO in 1929, and £79 in 1930. For the year 1922 the LI and L2 river cleaning had cost £l9l, in 1923 £162, in 1929 £255, and in-1930 £312. The total outlay upon public works in 1923 had been £2380, in 1923 £2382, in 1929 £3059, and in 1930 £llO9. After hearing • statement by the chair-' man and Crs. Kimber and Watson, it was decided to proceed with the metalling ot about twenty chains of Hudson's road.
