TOWN PLANNING OVERSEAS.
MR READERS NEW POST. (raoic otm owx cobkespovskitt.) LONDON, October 17. Mr Charles C. Reade, who returned to England from Malaya recently, :s going to East Africa at the invitation of Lord Passmore (Secretary of State for the Colonies) to take up a fresh appointment under the Government of Northern Rhodesia. Mr Reade ha« been responsible, during the past two decades, for much pioneer work in Australia and Malaya, resulting in the establishment of Departments of Town Planning, and permanent organisation and action in both countries. Early in 1914 a series of public lectures delivered through out New Zealand and Australia in company with Mr W. It. Davidge, was followed by Mr Reade's appointment as Government Town Planner of South Australia, which was foremost among the Commonwealth States to adopt Town Planning legislation and inaugurate modern reforms which have made considerable progress in recent years, both in Australia and New Zealand. The successful organisation of National Town Planning Exhibitions, the first of which was held in Adelaide during 1918, gave considerable impetus to the movement. Since 1921 Mr Reade has been Government Town Planner of the
Federated Malay States, where exhibitions haw been held, a ITedotal Department of Town Planning organised, legislation passed, and continuous administration maintained. The activities of the Department have included preparation of several town plans, zoning maps and schemes for existing towns, the laying out of new towns, and model housing schemes for Government employees. Rapid growth and development in the Federation latterly has led to the decentralisation of certain activities from the Federal sphere to the State authorities, Including Town Planning, and before Mr Reade left Malaya, the reorganisation of the Department had been completed, under which control and administration is now vested in the local authorities with the aid of State Town Planning Officer or Superintendents speciaWjT recruited from England for the purpose. At the invitation of the Government ot' British North Borneo, Kedah and Trengganu. Mr Reade visited those territories where town planning legislation and activities are now in force. He also visited the Philippine Islands, and latterly completed official illustrated reports dealing with Town Planning there and the lay-out of a new hill station and health resorts,5000 feet above sea level on the main mountain range of Federated Malay States now in course of development, for the benefit of Government . and private persons, including the naval, military and air forces stationed in Malaya.
