temporary relief. BOARD'S OFFER TO PUBLIC BODIES.

(P8839 ASSOCIATION TELEGRAM.) WELLINGTON, November 26. In order that the unemployed, especially married men, may be able to earn a few pounds by Christmas and thus afford some immediate relief, the Unemployment Board has agreed to offer an amount up to £25,000 by way of subsidies to the following bodies where unemployment is at all acute—city councils, borough councils, county councils, town boards, drainage boards, river boards, road boards, education boards, school committees, and hospital boards on the following terms and conditions: — (1) £2 for £1 on the estimated cost, including materials, of suitable relief works. (2) The works to be either of a capital nature or special maintenance works. (3) The works shall contain at least 50 per cent, of labour based on wages at the rate of 14s per day. (4) The payment of the subsidy for labour to be limited, to wages at the rate of 14s per day and the transport used on the works. (5) No subsidy is to be payable on supervision, overhead, etc. (6) The proposals to be approved by the Public Works district engineer before the work is commenced. (7) The subsidy is to be limited to the expenditure incurred up to and ineluding January 31st, 1931. (8) The labour to be engaged through the Government Labour Bureaux. (i)) Local bodies are to be notified that this is a special offer which is being made to relieve distress this Christmas and is not to be regarded as establishing a precedent. Applications should be promptly made to the Board through the Public Works engineers in the respective districts accompanied by a description of the work, estimate of cost with labour, and material shown separately. The number of men to be employed on the work should be stated.
