BOROUGH AND DRAINAGE BOARD. CONFERENCE ASKED FOR. "I would like an opportunity to disi'u&s the refund of rates question later on," said Cr. C. G. McKellar shortly after the meeting of the Riccarton Borough Council opened last night. There are a few important tacts to come out, and it will be just as well to take them in committee. Anything decided upon should be in committee. At a later stage of the meeting the subject was considered in committee, but the decision arrived at was not reported in open Council The May or, in reply to a reporter's question said that it had been decided to ask the Drainage Board to arrange .1 conference with tho Council to discuss the refund of excess rates.
