BRUSSELS, March 22. The' "Derniere Heure" states that M, Zoubkoff, in obedience to the Government's order, has left Belgium for an unknown destination. [A previous message stated that M. Zoubkoff, husband of the ex-Kaiser's sister, Princess Victoria, crossed the Belgium frontier on his way to the Congo, where his uncle is a planter. He thus escaped the order of expulsion which was issued by the police of Cologne.]
