The correspondent of the "Daily Express" in Paris Bays that when the Russian delegates to the Disarmament Conference arrive at Geneva M. Litvinoff will be prepared to negotiate with Sir Austen Chamberlain with a view to the resumption of diplomatic relations between Russia and Britain. The Russian delegation also intends to introduce a full detailed plan for disarmament at the public meeting on November 30th. France fears that Germany may express herself in complete agreement with Russia, and that both may press for an early world meeting to rediscuss the disarmament plans which were shelved in May. MOVE TO CONCILIATE. BRITAIN. (AVSTBAUAJf ANB H.S." CABLI ASSOCIATION.) GENEVA, November 20. It is believed that the main object of Soviet participation in the Disarmament Conference is the desire to get in touch with Britain again, with a view to the resumption of diplomatic relations.
