The Bill proposes to give the Waimakariri River Trust power to exempt in whole or in part from-general or separate rates, lands subject to special rates. ... j, : n » * The advisability of giving.the Trust this power arose out of two big loan polls taken some months ago, one ot which was carried and the other defeated. As the result of expenditure of loan monies in the Eyre-Cust loan area, which comprises portions of two of the legal subdivisions of the district, maintenance work will not be necessary m the greater part of that area forborne years, but as the law now stands it is not possible to exempt the land ffected from general or .special rates for maintenance purposes or to levy on them a smaller proportion of such rates. The Bill gives this power.
