COUNTY COUNCILS.

♦ WAIMAIRI. The monthly meeting of the Waiinairi County Council was hold last night. Present: Ors. J. Oleland (chairman), T. O. Newnhani, W. J. Walter, G. Shipley, H. Kitßon, W. P. Spencer, C. E. Cross, H. Patterson, and G. T. Mulcock. The report of the Works Committee stated that the application for the formation of a footpath on Shirley road had been left to Mr Patterson and the county foreman for a report; also the question of a drain at tho corner of Shirley and Marshland roads. The mutter of defects in the bituminous aßphnlt on the North and Biccarton roads was discussed. Regarding tho Riccarton road, it was proposed a shoulder be constructed along the outside of tho tramway sleepers. It was decided to approach tho Highways District Council regarding allocation of the cost. In connexion with the North road, it was decided to construct a small drain to catch water running under the nsphalt near Preston's road. The committee bad inspected the sealing of the shoulders which were not considered satisfactory. . This ■ matter was also referred to the Highways District Council. The following resolution was passed: ''That in view of the new conditions created by the imposition of the petrol tax and amendments to the Highways Board's powers, it IB recommended that application bo made to the Highways Board for a three to one subsidy to complete tho construction of the North road." The report of the Electricity Committee showed that tho Public Works Department had written stating that a conference of Supply Authorities had been arranged, and asking for representatives to attend. A petition signed by six residents of Blake's road was received, asking for electric lights. The request was left to the member for the district and the Engineer to report. An application from the Waimakariri River Trust for' two additional phases to be run to its construction camp on Stewart's Gully road was approved. The cost was estimated at about £35. The Trust was prepared to pay half. Tho Public Works Department wrote stating that it would be prepared to give an 11,000-volt supply at Hillmorton; also that the conditions would not permit the running of a 6600-volt line on the Department's 11,000-volt poleß along Idriß road. The latter matter was left to the chairman and Engineer to find an alternative routo to a new sub-station near Snowden road. The tender of Mr R. T. Buchanan of £22 was accepted for the painting of the Engineer's house. The Engineer reported that fifteen now consumers had been connected, and sixteen additions made to existing installations during the month. An extension of the H.T. 6600volt line had been made akng Winters road, to the corner of Grimsey's road, and a 10 k.w. transformer installed to take over the supply. The Government Lines Inspector I had carried out an inspection of the Coun- | cil's lines and plant, and expressed satisfaction at the manner in which the work was being carried out. A deputation from the Burwood Progressive Association, consisting of Messrs R. K. Todhunter, W. R. Burnett, and J. Cowen, was received. Mr Todhunter asked that the New Brighton road, between Buxton's corner and the corner of Craddock's road, be tar sealed. He pointed out that the shingle was being constantly scattered by motor-cars. After some discussion, the matter was referred to the Works Committee. The County Inspector reported that twenty notices had been served for plant growth on roads and overgrown hedges: five convictions hod been secured for speeding. He also drew the Council's attention to the high trees on the Popanui Domain obscuring the view at the railway crossing, and recommended that notices under the Pnblic Works Act be served on the Domains Board to lower them to a height of five feet. It was decided to make grants of £2 10a to the Marshland and Styx Libraries. A letter was received from Mr H. Thompson, Wellington, asking the Council's support in securing legislation to make it compulsory for motorists to take out a third party risk. The letter was received. Cr. Cross reported that nothing had been done at the conference of Supply Authorities called by the Public Works Department. The Waimairi County had nothing in common with many of the other authorities, and therefore they wonld be better out of it. A vote of thanks was accorded Cr. Cross. Cr. Kitson reported that the Drainage Board had received a deputation in connexion with the reinstatement of the roads after the sewer mains had been laid, and had offered a sum to put the roads in order. It was decided to reply to the Board that the Council considered the sum inadequate.
