A "THIEVING" BOROUGH.
WAIMAIRI ON RICCARTON. A discussion took place, at the meeting of the "Waimairi County Council last night, in connexion with the proposed annexation of a part of the county's territory by the Iliccarton. borough. Cr. H. Kitsoji said a petition was being circulated by this "thieving" borough among ratepayers in the area south of the Waimairi stream and east of Clyde road. "They are like a neighbour trying to steal one of our kid&," he said. "I believe the Mayor has been going around with a petition, and it hcis been pointed out to the ratepayers concerned that the rates in the borough are much lower than ours. We have a superior electricity supply and a weekly removal of rubbish. Some understanding will have to be come to in regard to this thieving, 1 ' he said. He suggested a conference of the local bodies concerned. The chairman agreed that some steps should be taken. "The Iticcarton roads are a disgrace, and ours compare favourably with any under the circumstances," he said. Mr Mulcock said the ratepayers should be advised, as to what the change would mean before they signed the petition. The chairman was *ight about the roads. If one motored through that part of the country with his eyes shut he could tell when he entered Riccarton. A committee, comprising Crs. Kitson, Cross, and Mulcock, was set up to prepare particulars of the eifect of the proposed change and draw :ip a counter-petition.
